River Environment Classification (REC) - WRC

Abstract: The REC organises information about the physical characteristics of rivers, including catchment climate, topography, geology and land cover. The REC system is a synthetic river network derived from a hydrologically correct digital elevation model.
Statement: The Ministry for the Environment (MfE) River Environment Classification (REC) v1 data set, supplied by NIWA, contains two primary vector features – one linear feature depicting watercourse and one area feature depicting watershed. These have been modified by Waikato Regional Council (WRC), and have provided the basis for a number of derived layers created by WRC to support ongoing business requirements. The WRC derived REC (v1) layers include: named lake and named watercourse layers that combine the REC network with NZTopo50 lake and river names, a centroid layer which offers alternative analysis options, and a pre built river catchment layer. Other layers have also been derived using FWENZ data and additional NIWA supplied data. The REC data has a wide range of applications. Refer to the REC User Guide (EWDOCS# 973680) for examples of how the REC is being used. There are a number of related attribute data sets that have been derived based on the REC network, for example, Freshwater Environments of New Zealand (FWENZ). Any non-spatial attribute based datasets will use the REACH_ID (or NZREACH) as the unique join data column. The REC_WATERCOURSE_NAMED and REC_LAKE_NAMED layers are intended for general purpose planning and mapping where the REC network is required to represent a known river or stream. Note that an equivalent catchments layer has not been created from the named rivers due to the complexity that would result – such a layer would create performance problems in GIS. Instead users are recommended to use the REC Tracer tool (available with all GeoMedia Professional installs) to create catchments as needed from the downstream reach of the desired waterways. The NIWA/MfE REC data was released under Creative Commons Licensing as per the NZGoal Framework (confirmed by WRC 28/02/2014). These WRC modified REC layers have been created and released under CC BY 3.0 NZ. Abstract: Pre-built hydrological catchments tagged with the catchment name where known. Created from REC1.
Statement: * The Ministry for the Environment (MfE) River Environment Classification (REC) v1 data set, supplied by NIWA, contains two primary vector features – one linear feature depicting watercourse and one area feature depicting watershed. These have been modified by Waikato Regional Council (WRC), and have provided the basis for a number of derived layers created by WRC to support ongoing business requirements. *GIS_ALL.REC_CATCHMENT: pre-built hydrological catchments tagged with the catchment name where known. The attribute LEVEL_I_NAME contains single catchments traced upstream from their marine outlet. LEVEL_II_NAME catchments are generally level I catchments which can be amalgamated to compose harbour or estuarine catchments. LEVEL_III_NAME catchments comprise large inland catchments that overlap either level I or II catchments such as the Waipa River Catchment and Lake Taupo Catchment. * Creation Workflow: Created a feature class containing marine outlet reaches for every REC WATERCOURSE throughout the Region using SQL. Exported the REACH_ID values to a text file (789 outlet reaches). Formatted the exported REACH_ID data for multiple reach input into the REC TRACER application to and performed an upstream trace to create 789 river network feature classes. Exported the river networks to MapInfo and created a script to build catchment features for each hydrological network and append the results into a single GIS feature. Added three text attributes (LEVEL_I_NAME, LEVEL_II_NAME and LEVEL_III_NAME to hold the catchment names. Populated the level I attribute by transferring name data from the feature class GIS_ALL.HYD_50K_RIVER_NAMED, these names were later corrected (July 2008) to fix some spelling mistakes. Added attribute OUTPUT_REACH (Text) which is the outlet reach of the catchments defined in terms of REC REACH_ID. Selected groups of level I catchments representing estuarine catchments and populated the LEVEL_II_NAME attribute with the estuary name. Individually traced catchments representing larger inland catchments that overlap level I and II catchments such as the Waipa River, Karapiro to Taupo Gates, Lake Taupo catchments and appended these to the catchment layer. Normalised the geometry to a location precision of 1mm and ran geometry cleaning tools.
Other Information: *Data Quality: The basis of the REC system (v1) is a synthetic river network derived from a hydrologically corrected digital elevation model. The DEM used was built at a 30m-pixel size by NIWA using 20m contour data from the NZMS260 map series. The DEM was then hydrologically corrected using the river lines from the NZMS260 maps as a guide. The river lines themselves had been manually corrected by hand by NIWA based on expert advice from representatives from every regional authority. *Attribute Accuracy: Each of the key REC attributes was obtained through different processing methods. Refer to the REC User Guide pdf (DOC# 973680) for detailed explanation. *Completeness: The original RECv1 supplied data is complete for the whole of New Zealand. *Logical Consistency: The REACH_ID of each watercourse segment matches the REACH_ID of it’s equivalent watershed. Each watercourse has a NZTNODE (to node) and NZFNODE (from node) attribute. This can be imagined as a unique set of numbers for watercourse intersections, running downstream. E.g. a NZTNODE value for an upstream segment will be the same as the NZFNODE of the immediate downstream segment. Using this logic we are able to trace upstream and downstream from any watercourse segment. See EWDOCS# 1056230 for further detailed information about using the REC Tracer Application developed for WRC’s Oracle REC dataset.

Statement: This is a geo-centroid created from each RECv1 Watershed polygon. At time of creation it was given just the REACH_ID and DISTSEA_M attributes but more can easily be added. It was created solely to provide additional analysis options over and above the REC linear and polygon features. It was created using the oracle spatial function sdo_aggr_centroid.

Abstract: To be used together with REC_WATERCOURSE_NAMED this layer includes all lakes that comprise a watercourse with rivers and streams in REC_WATERCOURSE_NAMED. Created from REC1.
Statement: Created by WRC during the creation of REC_WATERCOURSE_NAMED in order to represent a logically complete water course from headwater to outlet. Uses NZTopo50 hydro geometries and REC_WATERCOURSE_NAMED (REC + NZTop50 + derived) attributes. Specifically, it includes lakes that these rivers and streams flow into and/or which flow into rivers and streams. The result is that the FLOWS_INTO attribute of each REC_WATERCOURSE_NAMED should be represented by either another feature in REC_WATERCOURSE_NAMED or in REC_LAKE_NAMED.

Abstract: This layer is a definitive named and numbered set of waterways using REC1 spatial data to depict every named stream and river present on the NZTopo50 map series within Waikato Region.
Statement: Names are adopted from NZTopo50; numbers are adapted from the historic Rivers of New Zealand numbering system (additional digits were added in order to uniquely define every named parent/child waterway). NIWA had provided a non-spatial list of named REC reaches which proved to be incomplete and contained some errors. Similarly the historic Rivers of New Zealand data proved very limited so was enhanced during a manual matching process of these inputs against the topographic data. The end result is a linear data layer of REC waterways (each stream or river created from all reaches comprising the uniquely defined waterway).

Abstract: WRC modified REC v1 watersheds
Statement: Removed all nodes (vertices) where the angle between the incoming line and outgoing line was ~180° i.e. nodes on a straight line. The Geomedia Simplification Tool was used, with variables set as Tolerance = 0.005m, Distance – 0.005m and Method = Douglas-Pueker. This reduced total number nodes by ~50%, which dramatically improves performance – 56% quicker to load. Discontiguous watersheds (those with the same REACH_ID value) were merged. Summed AREA and PERIMETER values for merged geometries. Added a column TAUPO_REACH. Updated to ‘Y’ where REACH_ID = REC_WATERCOURSE.REACH_ID and REC_WATERCOURSE.TAUPO_REACH = ‘Y’. Other data modifications – made the REACH_ID column the primary key; renamed AREA as AREA_M2 and PERIMETER as PERIMETER_M; removed the GRIDCODE column.
