Abstract: Data describing the indigenous vegetation cover of the Waikato region as of 1840 and 1992. Includes Extended Vegetation Layer, and coastal/wetland vegetation, but excludes submerged vegetation.
Statement: There is descriptive and quantitative data as well as structural information (e.g. forest, scrub, and tussockland). This data was prepared in order to provide a regional context for the assessment of the significance of natural vegetation in terms of section 6(c) of the Resource Management Act 1991. They are a more detailed extension of the National Indigenous Vegetation Survey database (NIVS) owned by Manaaki Whenua - Landcare Research. Annotations to 1992 vegetation sites were added as an extension to this layer in June 1997. Describes the current (as at 1992) natural vegetation cover of the Waikato Region as mapped at a scale of 1:50,000 and pre-European vegetation at a scale of 1:250,000. Data compilation and mapping was originally carried out by scientific staff of Landcare Research New Zealand Ltd, Private Bag 3127, Hamilton, and is comprehensively described in Leathwick, J. R., Clarkson, B. D., and Whaley, P. T. 1995. Vegetation of the Waikato Region: Current and Historical Perspectives. Unpublished report prepared for Waikato Regional Council. This data was supplied as two distinct GIS layers, which respectively showed the distribution of 58 vegetation classes in the 1990s (including 3 predominately exotic vegetation classes) and 25 vegetation classes in the 1840’s. These layers were delivered for use by Waikato Regional Council staff in conjunction with Stage 1 of Waikato Regional Council’s GIS Project (in 1996). In conjunction with Stage 2 of the GIS Project (1997) additional attribute data has been appended to GIS vegetation polygons originally mapped by Landcare Research in 1992. The ‘extended’ GIS layer now contains information (where available) on dominant species, presence of pest or threatened species, management action, threats, special features. This significantly extends the value and utility of the database. Using this database, end-users with a need for vegetative information at a specific locality can locate that site within the GIS and automatically retrieve an attribute report that describes various vegetative characteristics at that site. Alternatively, an end-user interested in a range of sites with particular attributes (such as cultural values) will be able to search the attribute database using key words and then visually display and analyse the sites on the GIS display window. The data is structured at two levels of geographical scale: a point level (for individual vegetation stands that can be related to a topographic map reference); and an individual polygon scale (where information relates to a discrete area of a particular vegetation type). The polygon layer of vegetation classes uses 58 vegetation units covering primary forest, secondary forest, logged forest, scrub and scrubland, fernland, tussockland, wetlands, estuarine, duneland, and geothermal vegetation. It also includes exotic plantation and willow forest. Vegetation classes are further defined by dominant species (e.g. rimu-tawa-beech forest). Text annotations to the 1992 layer include descriptive site specific data where available. Most were extracted from Waikato Regional Council files, e.g. Consents and Biosecurity and internally held reports. The database may include externally held data in the future. Added text includes details on species composition, pests, threats, rare species, management actions, tenure and changes e.g. clearance. Data can be used in environmental planning, Consents, education, SoE monitoring. Provides a regional context for the assessment of representativeness of natural vegetation in terms of section 6(c) of the Resource Management Act 1991, and a first port of call for information about the vegetation composition of individual remnants of indigenous vegetation. Provides a useful tool for analysis and presentation (in map output) of vegetation sites containing specific attributes; trend detection; and State of the Environment reporting. Other Information: NZ Map Grid Co-ordinates: 1840 vegetation constructed at a scale of 1: 250 000; 1992 vegetation mapped at a scale of 1:50,000. NZMG co-ordinates. Patches of vegetation were mapped to a nominal size unit of 50 ha for secondary vegetation and 25 ha for primary vegetation. Many patches below these limits were also included where their composition could be determined. Reference from maps scaled 1:50,000. The vegetation polygon boundaries were manually digitised by Landcare Research Limited using the printed 1:27,500 scale WRAPS aerial photographs as a base. These photographs have a stated horizontal accuracy of +/- 15m (Mail Ref. 94/ 18437 in File # 88 00 11). This accuracy statement has yet to be verified. Based on these accuracies, the horizontal accuracy of the vegetation polygon boundaries is expected to be +/- 30m. The point vegetation sites were geographically located using a 1:50,000 topographic map reference. The average positional error is assumed to be +/- 50m. This has not been systematically verified or tested. Vegetative polygons were captured as a one-off snapshot in time, and are not being altered or maintained. Waikato Regional Council intends to regularly update the data and annotated text, and create new layers of vegetation cover in the future. Data Acquisition Method(s): This data set is an expansion on the NIVS database with the accuracy checked by fieldwork and aerial photographs. 1840 vegetation was reconstructed from unpublished maps, early aerial photographs, and the accounts of settlers. The 1992 map is a compilation of all existing vegetation maps digitised using the GIS Terrasoft, checked against aerial photographs mostly flown in 1992/93, and field checks. There was some ambiguity in separating selectively logged forest from virgin forest. The quality of the attribute data varies and cannot be determined. Supplementary attribute data has been sourced from a range of published and unpublished sources including consent files in which information is provided by applicants, consultants, or staff. In some instances information is conflicting. In such cases comments are provided in the database alluding to this where it is obvious. Data users must exercise discretion in using information provided from such sources and are urged to refer to the appropriate database and/or files to access the original source information. Other data was sourced from peer reviewed published reports, or external organisations (e.g. QEII National Trust). Data users are urged to use the same discretion in interpreting this data as they would with hard copy material from these sources, and to reference the source of this material where it is used in internal and external reports Limited groundtruthing and validation against the source documents was performed during the initial mapping process to verify vegetation polygon position and composition (Leathwick, et al 1995). This relates to the base vegetation graphics supplied by Landcare Research rather than text attributes of the Indigenous Vegetation Database. The accuracy of the attribute data has not been verified. Data was collected to provide an overall summary of regional vegetation composition, rather than a detailed description of the vegetation in individual polygons. However, text annotations provide detailed information where known. A comprehensive, consistent survey of all areas of vegetation depicted on the vegetation inventory (GIS) is beyond the budget of this organisation. This database therefore contains information on those sites for which information has been made available through files and reports. There will be sites for which no information is available, and depth of detail will vary from site to site. The depth and geographic coverage of the GIS layer is expected to increase over time, as more data is compiled and incorporated into the database. Logical Consistency is unknown for the vegetation polygon shape, positioning, and classification. As the attribute data has been obtained from a variety of sources the data is not logistically consistent in depth. However the attributes for which information was sought is consistent from site to site. Digital GIS, reports, A0 maps 1:300 000 Waikato region, A3 maps each representing one NZMS 260 (colour). Supplied with tabulated data and maps with boundaries defined by: administrative region, administrative district, bioclimatic zone (coastal, lowland, submontane, montane, sub-alpine, alpine), and ecological district. The data can be provided as customised, printed GIS map outputs at a range of scales. The data was originally compiled by Landcare using Terrasoft GIS software. It was subsequently transferred to Waikato Regional Council in DXF format (for graphics) and delimited ASCII file (for attributes). Within WRC, the GIS data were originally loaded into Intergraph’s MGE format. In 2002 these layers were transferred to Oracle Spatial format and are accessed via WRC corporate GIS applications such as GeoMedia. Vegetative polygons were captured as a one-off snapshot in time, and are not being altered or maintained. The Contact person (see above) maintains attribute data (off-line) on an ongoing basis as supplementary data sources are identified. Waikato Regional Council intends to regularly update the data and annotated text, and create new layers of vegetation cover in the future.

If the vegetation is not subject to an application and fencing is listed as partially, then look in the mgt_maintenance field for an explanation. N N

RARE_FAUNA Animals listed as nationally (NAT) or regionally (REG) threatened/ rare/endangered by DoC in Waikato conservancy. Also included and flagged are observations by experts that rare fauna are likely to be in the area, because of their confirmed presence in adjacent area, or seasonal occurrence in the area. Recordings made by non-experts are also noted and flagged. Certain animal species are not revealed, the presence of such species is identified by the term SEE RESTRICTED INFORMATION, and are listed in coded form in the Rare_restricted attribute field. Y N

SPECIES_VEGCANOPY Canopy species found in area. Canopy is defined as dominant plant cover e.g. can be tawa, manuka, raupo etc.. If area contains variety of vegetation compositions, dominant class is described most fully, others briefly.
