Abstract: The Differential Boundary GIS Layers form part of the rating classification for the Piako Flood Protection Scheme. They are the spatial component of the system used to calculate and apportion a separate rate to ratepayers that receive direct benefit from the Piako River Flood Protection Scheme.
Statement: The Differential Boundary GIS layer consist of a layer which were defined by the David Hamilton & Associates Ltd, who undertook the technical work as part of the 2009 partial review of both the existing Waihou Valley and Piako River Scheme targeted rating area. The Differential Boundary GIS layers consist of the original layers which were defined by the Piako Classifiers, Sampson and Honeyfield. Each layer contains a number of differentials to make a total of 22 differentials. The main layers with their Differentials are Tidal Flooding Direct Benefit Layer TF 1 to 4 River Flooding Direct Benefit Layer RF 1 to 4, RF PZ 1 to 3 Drainage Direct Benefit Layer D1-D9 Residential Direct Benefit Layer RIC1, RIC2 Land area coverage is the Piako River Catchment, Hauraki Plains and Upper Piako and Waihou River Catchments. Covers parts of Hauraki, Matamata-Piako, Waikato, Waipa and South Waikato District Councils Administrative boundaries.

Abstract: Piako boundary
Statement: Piako rating differential boundaries were defined and supplied by the classifiers Sampson and Honeyfield. This data was derived from a number of sources including aerial photographs, maps and plans of historical classifications, topographic maps, and ground surveys. Sampson and Honeyfield drew the initial differential boundaries on a combination of hardcopy topographic maps and aerial photographs. These were transferred to transparencies and supplied to Montgomery Watson for digital conversion. These were then supplied to WRC’s GIS developers in DXF format and converted into MGE (DGN) format. Data was edited using WRC’s GIS software to correct for gross errors, topological inaccuracies, and classification alterations. Where possible boundaries were adjusted to align with CRS (DCDB) Cadastral boundaries, or be positioned relative to them, however exceptions might remain.
