Abstract: River and stream conditions and conservation value in the Waikato Region.
Statement: These data were built using the REC network and sub catchment layers together with FENZ environmental, pressure and fish prediction layers developed by the Department of Conservation for assessing stream and river conservation values. Systematic planning software (Zonation) was used to identify complementary sets of high value planning units based on predicted fish community and environmental characteristics. Waikato Regional Council has performed further analysis against these data using various boosters and pressures layers in order to prioritise catchment areas for protection and enhancement. The Significant Natural Areas (SNA), Rivers and Streams dataset was originally intended for use in Waikato Regional Council’s regional biodiversity prioritisation project, but is available for other Waikato Regional Council projects. Resulting priority areas are in draft status and further refinements are expected. Refer to Waikato Regional Council Technical Report 2010/19 (document# 1480934). This dataset extends to all river networks within the Waikato Region. Data exists for each of the 7472 2nd order planning units (REC catchments) as identified by NIWA in their Zonation analysis. These were initially ranked according to criteria selected by the project team (see technical report) then the top ranked 20% subjected to further analysis against the Waikato Regional Council booster and pressure layers. Further refinement of the draft priority list is planned. Data is current as supplied by NIWA January 2010. Dataset is available to enable Waikato Regional Council to identify and prioritise significant natural river areas. The REC network also underpins datasets used at Waikato Regional Council such as FISH prediction and FENZ (Freshwater Environments of NZ). Known document links are listed below.

Abstract: River and stream condition and conservation value in the Waikato Region.
Statement: A range of data and analyses were compiled to describe river and stream condition and conservation value in the Waikato Region. Results are provided as spatial data for use by Waikato Regional Council staff to assist with the identification of Significant Natural Areas. Zonation components include: 1. Data describing the distributions of Freshwater Environments of New Zealand (FENZ) classification groups were analysed using the site selection software, Zonation, to identify sets of sites that would provide maximum conservation outcomes at minimum cost. Rivers and streams were grouped into planning units, based around 2nd order catchments. Rankings for each planning unit were calculated using an approach that takes account of the need for representative protection of a full range of ecosystem types, while allowing for both human impacts and requirements for upstream-downstream connectivity between planning units in larger rivers and streams. Rankings were also calculated taking account of current protected areas to identify those planning units that would best complement areas that are already formally protected. 2. A parallel set of analyses using Zonation was performed on data describing the expected probability of capture of seventeen native fish species, as predicted from species distribution models. 3. Results from a separate analysis of national conservation rankings performed for the Department of Conservation at a national scale using FENZ data and Zonation were summarised for each planning unit occurring within the Waikato Region. 4. Information describing the distributions of selected rare or threatened freshwater species (longfin eel, giant kokopu, shortjaw kokopu, lamprey, koura, blue duck and Hochstetter’s frog) within the Waikato Region was assembled from a variety of sources and summarised. This information focussed on species for which predictions of distributions had been made or for which comprehensive databases were available, and was used to develop a ‘rare species score’ to identify those planning units likely to support these rare or threatened species. Additional spatial layers were developed by Waikato Regional Council to capture the following: 5. Pressures not included in the Zonation analysis that are likely to have adverse biodiversity affects including number of water takes, discharges, mines and culverts within a planning unit. 6. ‘_Biodiversity booster_’ attributes that could enhance the biodiversity significance of particular sites identified as having known special features, such as providing a key role for a particular life-history stage, or maintaining healthy stream ecosystems within developed or managed environments. Four potential biodiversity boosters were identified: lowland fish spawning habitat, exotic forest reservoirs, significant riparian shade and special features identified by DoC staff or recognised as of international significance. Data exists for each of the 7472 2nd order planning units (REC catchments) as identified by the Zonation analysis. These were initially ranked according to criteria selected by the project team (see technical report) then the top ranked 20% was subject to further analysis against the Waikato Regional Council booster layers. All 7472 planning units are included in the GIS layer, together with their Zonation attributes, but only the top 20% of records have the extended attributes (including additional pressures not considered in the Zonation analysis) determined during the final prioritisation.
