Abstract: Raster images showing nutrient and chlorophyll levels in the Hauraki Gulf
Statement: Shown over the spatial extents approximately from a line across the continental shelf off Tutukaka to the inner Firth of Thames, but excluding the Coromandel east coast. The spatial distribribution of chlorophyll a and inorganic dissolved nitrogen and phosphorus. This dataset covers the entire area of the HGMSP, within both the Waikato and Auckland Regions. Note that not all GIS layers include data for the Auckland region section of the HGMSP area (therefore some layers are incomplete).
Other Information: This includes horizontal layers depicting near-surface and near seabed concentrations (or to 50 m depth where the seabed is deeper than 50 m). These will be presented seasonally for winter, spring, summer and autumn. The data used will be from vertical casts of our CTD/Rosette instrument. The interpolations will be made using values from all surveys made in each season(Figure 1). The interpolation method is likely to be kriging. We will also include 4 seasonal (winter, spring, summer, autumn) ‘slice’ layers, depicting chl-a concentrations through the water column by depth along a selected transect, from the inner Firth to the northern end of the data. This will be prepared as a schematic (i.e. not a GIS layer) depicting a ‘cross section’ of the Gulf, showing the variation in vertical distributions with season. Surface and near bed (or to 50 m max, as above) dissolved nitrate-N, ammonium-N and dissolved inorganic phosphorus across the Tutukaka shelf to inner Firth region. Each will be in four layers depicting winter, spring, summer and autumn average values. The interpolation method is likely to be kriging. We will present seasonal ‘slices’ showing nitrate, ammonium and phosphorus through the water column along a selected transect, from the inner Firth to the northern end of the data.

Ocean Data View software (Schlitzer, R., Ocean Data View, http://odv.awi.de, 2013) was used to generate interpolated values using the weighted average gridding method. These data were used to generate raster surfaces in ESRI GRID format. These GRIDS are 1-km resolution and in New Zealand Transverse Mercator projection.

Digitising took place using GeoMedia GIS software and was done at a scale no greater than 1:30,000. Where appropriate, existing corporate GIS layers were used to aid in the digitising process and to achieve a level of consistency with corporate layers

Abstract: This is a combination of Waikato Regional Council’s and Auckland Council’s estuarine vegetation datasets. The vegetation types have been categorised down to five high-level categories.
Statement: Digitised from georeferenced topo50 maps and nautical navigational charts that had been marked up and scanned in to a digital format.
Other Information: Estuarine vegetation for the Auckland region was obtained from Auckland Council while the estuarine vegetation for the Waikato region was obtained from the Waikato Regional Council. Both these layers attributes were adjusted to match before being combined using a simple union in GeoMedia. Last, functional attribute queries were used to reduce the vegetation type categories down to five high-level categories (mangroves, saltmarsh, seagrass, invasive species, and undefined). Abstract: Technical Report 2014/39. Shows various intertidal habitats around the Coromandel Peninsular. The focus is on estuaries and harbours.
Statement: See EWDOCS #2858862 for more details how the data was obtained for this GIS layer. See EWDOC # 3017313 for a technical report on Tairua harbour intertidal habitat data.
Other Information: Intertidal habitats were a series of shapefiles provided by NIWA. All the shapefiles were combined into one GIS layer via a union query in GeoMedia. All attributes, except the original ID attribute were retained. An additional attribute called ‘Location’ was added to the final layer. The mapping of intertidal habitats was carried out by NIWA on behalf of WRC. For further information on intertidal habitats see EWDOCS #2858862. For further information on intertidal habitats pertaining specifically to Tairua Harbour see EWDOCS # 3017313.

Statement: In response to the ongoing decline of the health of the Hauraki Gulf Marine Park, the Sea Change – Tai Timu Tai Pari process brought together a range of stakeholders and Treaty partners with the sole purpose of developing a marine spatial plan to address the environmental decline in the Hauraki Gulf / Tīkapa Moana and provide for social, cultural and economic wellbeing. Developed over 3 years, the Sea Change – Tai Timu Tai Pari Plan (hereafter referred to as the Sea Change Plan), New Zealand’s first marine spatial plan, was launched at the end of 2016.

The Sea Change Plan provides an aspirational blueprint to inform and guide statutory agencies with a role in the management of the Hauraki Gulf Marine Park. The Sea Change Plan’s proposals sought to integrate and improve management across a variety of domains, including fisheries management, and seeks to integrate management measures to holistically improve the environmental health outcomes of the Hauraki Gulf. To this end, the Sea Change Plan proposes a range of marine protected areas (MPAs) to protect and restore habitats and ecosystems.

In 2019 the Ministers of Conservation and Fisheries announced the development of a Government Response Strategy to the Sea Change Plan’s proposals falling under their respective remits. This report brings together the technical and scientific assessments of the Sea Change MPA proposals, giving regard to best-practice guidance on MPA planning.

Preferred options for MPAs are identified, which are expected to be further discussed and refined with input of Treaty partners and stakeholders. The preferred options include extending two existing marine reserves, 11 high protection areas and five seafloor protection areas. Gaps in establishing a network of MPAs are discussed, but recommendations of additional sites to complete the Hauraki Gulf Marine Park network is outside the scope of the assessment.

The proposals aim to lay a foundation for an MPA network that progresses the protection and restoration of ecological and societal/spiritual values as envisioned in the Sea Change Plan
