Abstract: The Differential Boundary Layer forms the rating classification for the funding of the works from the identified local community area of benefit within the Coromandel Peninsula catchment zone. This is the spatial component of the system used to calculate and apportion a targeted rate to ratepayers that receive a direct benefit from the maintenance and capital works within the local community areas.
Statement: Rating differential boundaries were defined and supplied by Andrew Honeyfield, classifier, the data was derived from a number of sources including aerial photographs, maps and plans of historical classifications, LIDAR and topographic maps. Data was edited using WRC’s GIS software to correct for classification alterations. Where possible boundaries were adjusted to align with the existing Waihou Valley and Waikato Regional Council regional boundary. The GIS has been used as an electronic means of spatially determining the application of differentials to land parcels which are defined by the Core Records System (CRS) GIS Layer. The Differential Boundary layer with the CRS are used to produce an overlay-analysis that is used calculate rates at a property level. The conversion from a land parcel to a property is carried out using data that links the unique identifiers of the land parcels (PAR_ID) to the unique identifiers of property valuations (assessment). This can be a complex relationship and is carried out in the LAND application. The direct benefit layer has two layers, with each layer have up to three differentials: Channel CH1 – CH3, Stopbank SB1 – SB3. All aspects of spatial data are subject to positional errors as a direct result of the capture methods used. CoreLogic NZ Limited supplies CRS parcel data - Positional accuracy of these data is defined in the metadata for CRS, see http://www.corelogic.com. The differential boundaries were derived from numerous sources, and it is impossible to provide a quantitative positional accuracy for them. Data Quality: The quality of rating differentials data is largely determined by classifier. The GIS imposes quality methods and controls in terms of the processing and storage of the data. Attribute Accuracy: A fundamental attribute is the differential value that was determined by the classifier. Areas of differentials per CRS parcel are calculated by the GIS – these are highly accurate. Differential areas per property are applied to the property as held in the LAND application and are dependent on an accurate match between CRS parcel and valuation property. Completeness of data was determined by Waikato Regional Council. CRS data is complete for the classification area. Completeness of matched valuation data is determined by the LANDS system. Logical Consistency is largely determined by the classifiers. The differential layer is mutually exclusive of any other associated direct benefit areas and in conjunction with informal and formal consultation process, differential data was edited in the GIS to remove inconsistencies and errors.
Other Information: The analysis created with the Coromandel Peninsula direct layers and the CRS GIS Layer will be used in the constant maintenance of the Coromandel Peninsula local community direct targeted rate. Individual differential boundaries are only likely to be altered if an individual ratepayer makes a submission to have the classification altered for their property and a boundary alteration is a requirement. Changes to differential boundaries are likely to occur when the classification is reviewed approximately every five years. Abstract: Piako River Scheme direct benefit differential layer used for rating purposes.
Statement: Piako rating differential boundaries were defined and supplied by the classifiers Sampson and Honeyfield. This data was derived from a number of sources including aerial photographs, maps and plans of historical classifications, topographic maps, and ground surveys. Sampson and Honeyfield drew the initial differential boundaries on a combination of hardcopy topographic maps and aerial photographs. These were transferred to transparencies and supplied to Montgomery Watson for digital conversion. These were then supplied to WRC’s GIS developers in DXF format and converted into MGE (DGN) format. Data was edited using WRC’s GIS software to correct for gross errors, topological inaccuracies, and classification alterations. Where possible boundaries were adjusted to align with CRS (DCDB) Cadastral boundaries, or be positioned relative to them, however exceptions might remain.
Other Information: A fundamental attribute is the differential value that was determined by the classifiers. Areas of differentials per CRS parcel are calculated by the GIS – these are highly accurate. Differential areas per property are applied to the property as held in the (now obsolete) LAND application and were dependent on an accurate match between CRS parcel and valuation property. Statement: Reviewed funding and classification was based from original digitised work which had “each class is as shown on the original maps”. The original WVS classification was digitized in 2000 from hard copy classification maps (refer Doc #865429 - metadata & spatial data held S:\GISWork\DATA_MANAGEMENT\RATING_LAND\Waihou Valley Scheme\Historic WVS_classification_shapefiles) Period and Frequency of Record: Partial rating review undertaken as part of 2009-19 LTCCP Data Quality: Basis for the partial rating review changes applied in 2009. The analysis created with the Waihou Valley Scheme Differential Boundary layer and the CRS GIS Layer will be used in the constant maintenance of the Waihou Valley Scheme targeted rate. Individual differential boundaries are only likely to be altered if an individual ratepayer makes a submission to have the classification altered for their property and a boundary alteration is a requirement. Changes to differential boundaries are likely to occur when the classification is reviewed approximately every five years. Data Form: Rating differentials are defined as polygon boundaries. Digital Format: Data is held in the Waikato Regional Council Oracle database (as from July 2009).

The Differentials are Catchment (being the indirect/community good) WP C1 to WP C3 The analysis created with the Waihou-Piako Catchment layer and the CRS GIS Layer will be used in the constant maintenance of the Waihou-Piako Catchment targeted rate.
