Biosecurity - RPMS Plant Pest Control Areas - GIS Layer

File ID: 0AC3C311-FB08-4E5D-83E0-33FF4BCAE2FF
Hierarchy Level: dataset
Abstract: This layer shows the plant pest control areas as defined in the Regional Pest Management Strategy (RPMS).
Statement: As at April 2008 the operative RPMS is the 2002/2007 version. The revised 2007/2012 RPMS is currently inactive due to ongoing legal disputes. The versions can be displayed together or separately by querying on RPMS_VERSION (2002/2007 or 2007/2012). Although based on relatively spatially accurate datasets such as the CRS properties and LINZ 1:50,000 Topo the nature of the decision making behind the control boundaries implies that it should be considered at a regional scale only and not to be used to make decisions at an individual property level. Data can be used to delineate the areas of total and boundary control as defined in the RPMS for plant pests Ragwort, Pampas and Nodding & Plumeless Thistle. It is recommended that this data is used at a regional scale only – and all questions about inclusion of individual properties should be reverted to Biosecurity Plant Pest Officers. The versions can be displayed together or separately by querying on RPMS_VERSION (2002/2007 or 2007/2012).

Hierarchy Level: feature Hierarchy Level Name:feature of Biosecurity - RPMS Plant Pest Control Areas - GIS Layer
Abstract: The control areas as defined by the Operative RPMP 2014/2024. The layer also shows the historic 2002/2007 & 2007/2012 RPMS control areas. This includes areas of total control and boundary control for Ragwort, Pampas and Nodding & Plumeless Thistle.
Statement: Landowners within total control areas are required under the RPMS to destroy the specified plant pest wherever it occurs on their property. Landowners within boundary control areas are required under the RPMS to destroy the specified plant pest within 50m of their property boundary. Extents of the boundaries are defined by Biosecurity Plant Pest Officers during RPMS review stage. Boundaries are based on political and geographic features including territorial authorities, roads and rivers. As at April 2008 the operative RPMS is the 2002/2007 version. The revised 2007/2012 RPMS is currently inactive due to ongoing legal disputes. The versions can be displayed together or separately by querying on RPMS_VERSION (2002/2007 or 2007/2012). The data has been developed with the purpose of inclusion in the Biosecurity Information System. It combines the operative and proposed RPMS boundaries and all associated plant pests control areas within one layer. It is necessary to use attribute queries to extract the required information as there is significant boundary overlaps and this entire dataset does not display well visually. Once the 2007/2012 RPMS becomes operative (currently delayed due to legal disputes) the features associated with the 2002/2007 RPMS will be superseded and should only be kept for archive purposes.
Other Information: The attribute accuracy of the dataset is true as per the relevant Regional Pest Management Strategies.
