Abstract: The GIS layer has information about the geographic location(s) where environmental data are/have been collected for Culverts.
Statement: This layer reflects the content of the LOCATED Application, which catalogues all locations in the Waikato region where Waikato Regional Council holds environmental data/information electronically. In September 2005 the culvert data was analysed against a number of variables in order to rank them in terms of priority for remedial action. This data is stored in the Oracle spatial database and accessible from the GIS, but must be treated as current only as at September 2005. Also note other data limitations.

Abstract: Culvert rankings based on a regional snapshot of culverts in July 2005.
Statement: Ranking information only exists for culverts identified as being less than 100 km from the sea. *Positional Accuracy: Positional accuracy is mostly to scales of 1:50000 but some locations have been ‘fixed’ using techniques of greater accuracy. The LOCATED Application holds metadata about the positional accuracy of bore and well locations. * Data Quality: Geographical location map references are accurate to ± 50 m (1:50000 scale) unless otherwise indicated by the LOCATED Application.
Other Information: Data Acquisition Method(s): * General culvert information - various, some unknown (for general culvert data as stored in Located). * For the LOCATED_CULVERT_RANKING_2005 information the following steps were undertaken. For each culvert less than 100 km from the sea the following were identified: •REC REACH_ID (from the GIS_ALL.REC_WATERCOURSE feature) •TA name (from intersection with GIS_ALL.TERRITORIAL_AUTHORITY) •Fish passage restriction (from GIS_ALL.LOCATED_CULVERTS and stored here as a record of barrier status as at September 2005) •Distance to the sea (from the GIS_ALL.REC_WATERCOURSE feature) •Upstream watercourse length (from the GIS_ALL.REC_WATERCOURSE feature) •Upstream % of indigenous forest (from the GIS_ALL.REC_NIWA_EXTRA feature used in conjunction with upstream catchment area from the GIS_ALL.REC_WATERCOURSE feature) •Number of culverts upstream and downstream (and a total upstream or downstream) * Each culvert was then given five scoring values (using formula from MS Excel): •Barrier score (IF(FISH_PASSAGE_RESTRICTION ="Most flow conditions","3",IF(FISH_PASSAGE_RESTRICTION ="Low flow only","2",IF(FISH_PASSAGE_RESTRICTION ="High flow conditions","1")))) •Distance score (IF(DISTSEA_M >=50000,"1",IF(DISTSEA_M <=10000,"3","2"))) •Length score (IF(US_LENGTH_M >=50000,"3",IF(US_LENGTH_M <=10000,"1","2"))) •Forest score (IF(US_LCDB1_IF_PERC >=50,"3",IF(US_LCDB1_IF_PERC <=10,"1","2"))) •Culvert score (IF(Num_CUL_All >1,"1",IF(Num_CUL_All =0,"3","2"))) Two priority values were then calculated using a weighting system, where a higher number represents a higher priority: •Priority 1 - with culvert score in equation (( Score_Barrier *5)+( Score_distance *4)+( Score_length *3)+( Score_Forest *2)+( Score_culvert *1)) •Priority 2 – without culvert score in equation (( Score_Barrier *5)+( Score_distance *4)+( Score_length *3)+( Score_Forest *2)) T* he priority scores were then ranked for the whole Region and by District, whereby a low number is a high rank for remedial action. * For more information about this process see EWDOCS# 977849. For raw data stored in MS Excel (excluding TA ranking values) see EWDOCS# 1026642. * This data analysis has been stored in the corporate Oracle GIS database with attributes CULVERT_SITE_ID and REC_REACH_ID in order to enable joins to the GIS_ALL.LOCATED_CULVETS and GIS_ALL.REC_WATERCOURSE layers respectively. * There are a number of limitations that must be considered in regard to the culvert ranking dataset: •The assessment of each structure is based on a 80/20 ratio of correctness •Given the age of this data – some structures may have been affected by weather events and deteriorated and may in fact now rank higher in this system •Alternatively, some structures may have been remediated since data was collected and may in fact now rank lower in this system or not at all •As this data is provided as a guideline only – it would be recommended that a fishery and/or hydrological survey be undertaken before any major work is undertaken on remedial measures at any of these structures •The provision of this data does not resolve any legislative requirements by any operating authority * The culvert ranking dataset is only for culverts deemed restrictive to fish passage at low, high or most flow conditions, as these are considered the type most in need for remediation (culverts with none/minimal restriction on fish passage were not ranked). When determining final priorities, the perch height and undercut also need to be taken into account (these factors were not considered in the ranking process described above). Other considerations that need to be taken into account are whether culverts have d/s barriers which can’t be remediated (ie: floodgates, dams, waterfalls), or whether remediation may allow access to alien fish species that would not otherwise be present. * The culvert ranking information is based on a regional snapshot of culverts in July 2005.
