Abstract: |
The Land Use Information Register is a database of historical land uses where hazardous substances may have been used, stored or disposed of in the Waikato Region. It exists for two reasons: to assist in identifying contaminated land and to respond to requests for information as required under the Local Government Official Information and Meeting Act. |
Statement: |
* The Waikato Regional Council maintains a register of properties known to be contaminated on the basis of chemical measurements, or potentially contaminated on the basis of past land use. This register (called the Land Use Information Register) is still under development and should not be regarded as comprehensive.
* The register is gradually being compiled with reference to past or present land uses that have a greater than average chance of causing contamination, as outlined in the Ministry for the Environment's Hazardous Activities and Industries List (HAIL): http://www.mfe.govt.nz/sites/default/files/hazards/contaminated-land/is-land-contaminated/hazardous-activities-industries-list.pdf
* The GIS layers comprise spatial sites that represent records in the Selected Land Use System (SLUS), a Council IRIS application. A SLUS site can be represented by zero or more point or polygon locations coupled with a subset of available hazardous substance assessment and remediation attributes.
* The register lists every known site in the Waikato region where an activity has, or is likely to have, occurred that carries with it a higher than normal chance of contamination of the site (approximately 12,600 records). Sites are classified as Contaminated, Managed, Remediated, Sampled, Verified HAIL, Unverified or Error. This layer replaces previous SLUS layers that pre-dated IRIS.
* Data exists for sites dating back to the 1900’s. The register was initially established in 1994, by a project commissioned by MfE and Waikato Regional Council, but the register has grown significantly and is updated and improved continuously in IRIS.
* Data Acquisition Method(s):
The mid 1990s data was mostly compiled via listings in business directories, and is of low quality. More recently, data has been compiled and updated by files held by Waikato Regional Council and territorial authorities in the Waikato region, information supplied to Waikato Regional Council and limited mapping of HAIL activities throughout the region.
* Data Quality:
The data is constantly being updated and audited where possible and where new information is obtained. Although due care is taken to keep records and spatial locations accurate, there is always the possibility of inaccuracies.
* Completeness:
For around 84% of sites there is no confirmation (i.e. robust and sufficient soil sampling) or the presence or absence of contamination, and these listings are notes as ‘unverified’ or ‘verified HAIL’ (or a variation on these).

This layer is a combination of the Hazardous Activities and Industries List (HAIL) and the spatial representation held in the Selected Land Use (SLUS) system for external use. |

There is a many to many relationship between HAIL data and the SLUS data. In this view every HAIL has a geometry, therefore there may be more than one polygon, line or point for each LUI (SITEIRISID). The GIS layers comprise spatial sites that represent records in the Selected Land Use System (SLUS), a Council Integrated Regional Information Systems (IRIS) application. A SLUS site can be represented by zero or more point or polygon locations.
The Hazardous Activities and Industries List (HAIL) is a compilation of activities and industries that are considered likely to cause land contamination resulting from hazardous substance use, storage or disposal. The HAIL is intended to identify most situations in New Zealand where hazardous substances could cause, and in many cases have caused, land contamination.
The register lists every known site in the Waikato region where an activity has, or is likely to have, occurred that carries with it a higher than normal chance of contamination of the site (approximately 5000 records). Sites are classified as Contaminated, Managed, Remediated, Sampled, Verified HAIL, Unverified or Error. This layer replaces previous SLUS layers that pre-dated IRIS.
If new or updated site information is provided by a territorial authority then WRC staff will check the information and update SLUS accordingly. |
