Abstract: This dataset is the result of a joint project between Waikato Regional Council (WRC / the Council) and Waikato Raupatu River Trust (representing Waikato-Tainui). It is a stock take of whitebait stand locations on the Waikato River as at May 2014.
Statement: This data was collected as a baseline survey to allow the Council to meet its obligations under s. 62 of the Waikato-Tainui Raupatu Claims (Waikato River) Settlement Act 2010, to assist in identifying non-compliance issues with existing whitebait stands, and to aid in the notification process of new whitebait stands. A total 869 whitebait stand locations were identified and captured as point data out on the Waikato River. In addition to point data, photos were also taken of whitebait stands and other associated structures (such as baches). The photos are stored in MediaNet (WRC Applications) and are linked to the point data via hyperlink attributes. Kaitiaki from Te Puaha o Waikato identified which whitebait stands were Maori owned. All Maori owned whitebait stands that have existing structures have had a 40 metre buffer applied to them, allowing the Council to meet its obligations under s. 62 of the Waikato-Tainui Raupatu Claims (Waikato River) Settlement Act 2010. The 40 metre buffer acts as an indicator for the minimum distance new whitebait stands must be from the existing Maori owned whitebait stands. In affect, areas of the Waikato River that fall within the buffer are protected from the addition of new non-Maori owned whitebait stands. Physical characteristics of each whitebait stand, as well as associated structures (such as baches) were recorded as photos and attribute data. It must be noted that, due to time and budget constraints, the whitebait stands and associated structures were not accurately measured at the time of recording the data. Rather measurements of size and distance were observational estimates; consequently, measurements can only be viewed as guidelines.

Abstract: Location of all 869 whitebait stands captured on the Waikato River.
Statement:
Other Information: Data Acquisition Method(s): Field work was conducted to capture whitebait stand locations over the course of six days between December 2012 and February 2013. The field work involved a GIS staff member and a harbourmaster from WRC – among others from WRC, Waikato-Tainui and other organisations – heading out on to the Waikato River to capture whitebait stand locations. Data was captured as GPS located point data using a Trimble Juno 3 with +/-3m post-processing and ArcPad software. Photos were also taken by using a GPS enabled digital camera where available; otherwise a standard digital camera was used. Photos were matched back to the point data via hyperlinks. Data was verified by local kaitiaki involved in the data gathering process and by comparing WRAPS 2012 orthophotos to the point data. After verification, the data was then formatted via a desktop exercise. Attribute Accuracy: Time and budget constraints have resulted in some attribute inaccuracies. Whitebait stands and associated structures were not accurately measured at the time of recording the data. Rather measurements of size and distance were based on observations; consequently, measurements are estimates only. However, observations were made by a consensus of people out in the field, a boat of 6 metres in length was used as a measuring guide, and 2012 orthorectified aerial photography was used in the office to verify hidden structures. Additionally, attributes were recorded in a consistent manner.
