The current operative Waikato Region RCP aquaculture areas include Wilson Bay Areas, A, B and C and the Coromandel Marine Farm Zones from the Waikato Regional Council data layer COASTAL_MARINE_FARM_ZONE.
Other Information: This dataset is a merger of the current operative Waikato Region RCP, MPI proposed aquaculture areas, and a new proposed site in the Western Coromandel. The current operative Waikato Region RCP aquaculture areas include Wilson Bay Areas, A, B and C and the Coromandel Marine Farm Zones from the Waikato Regional Council data layer COASTAL_MARINE_FARM_ZONE. The areas of proposed aquaculture settlement areas in the Waikato Region are described below. North-West Coromandel Aquaculture Settlement Area (ASA)In 2016 the Minister gazetted a 250 ha ASA to reserve space for settlement discussions with the Hauraki iwi. The 2016 Waikato-East regional agreement provided Hauraki iwi with 50ha of useable mussel space (via RMA authorisations) in the ASA. However, as you already know, this was subject to an appropriate amendment to the plan to provide for mussel aquaculture in the ASA, so the regional agreement noted that the s360 process was an option to deliver the 50 ha. When the Crown’s obligations are settled (in this example, a resource consent for the 50ha is approved), The Minister must remove, by notice in the New Zealand Gazette, the space from the ASA that is not required to meet the Crowns obligations. To date, the 250 ha ASA is still present as the 50ha of usable mussel space within the ASA has not been delivered to Hauraki iwi.Proposed Marine Farming Zone – s360 processIn 2017 MPI began the process to enable 50 ha of useable mussel space in the ASA via s360 of the RMA. Through this process MPI and iwi identified a proposed ~100-ha marine farming zone in the south-western section of the ASA (images attached). Iwi wished to retain full flexibility over where/how they would locate the 50ha of farm blocks within that 100ha. Benthic and water quality reports assessed the entire 250ha ASA to determine where the marine farming is best placed, with more detailed investigations focusing primarily on the environmental effects of 50ha of mussel farming in the southern border. However, without the Cultural Impact Assessment the marine farming zone never progressed. At present it is our understanding that the Cultural Impact Assessment is still outstanding. Operative RCP Coastal Marine Farm Zone Coastal marine farm zones in the Coromandel. These are from the current operative Regional Coastal Plan (RCP) for the Waikato Region. Proposed Western Coromandel Aquaculture Management Areas Information including spatial data layers were supplied to the Coastal science team at the Waikato Regional Council, who then decided the location of the proposed sites. The data layers included marine surveys for scallop, horse mussell, sponges, and habitat complexity.

Abstract: This data layer is an indicative coastal marine area (CMA) boundary line. This indicative CMA line will be used to define the coastal marine area for data layers shown in the Waikato Regional Coastal Plan.
Statement: The CMA boundary line initially used the LINZ MHWS coastline sourced from LINZ. The MHWS is part of LINZ Topo50 map series with a mapping scale of 1:50,000. For the purpose for the Waikato Regional Coastal Plan sections of the LINZ MHWS line were inaccurate for the scale of mapping required. Because of this BECA and WRC undertook a process of modifying the CMA line using property parcel data and aerial imagery to improve its accuracy at a more detailed mapping scale that was required. Improving the accuracy of the CMA boundary line a involve a process of identifying property boundaries on or intersecting with the seaward side of the CMA line, and then using WRAPS 2021 aerial imagery to modify the CMA boundary line more accurately. The indicative CMA boundary line was modified from BECA and WRC between 2022 to 2024. It should be noted that the majority of modifications were made where the zoning information around the Waikato Region coastline was for residential only. Time constraints did not allow for a more comprehensive investigation for the entire coastline length
Other Information: METHODOLGY WRC provided the following datasets to BECA which we used to help with amending the modified MHWS dataset: - Parcel and property boundaries - District Zoning data - WRC SIB Schedule - LINZ Building Outline - used to identify building structures Inside the seaward side of the MHWS - NZ Coastline Topo50k Coastline https://data.linz.govt.nz/layer/50258-nz-coastlines-topo-150k/ The list below describes the methodology for delineating the indicative coastal marine area boundary line: This work was carried out by BECA and at later stages by the WRC Spatial Information team. 1: All urban areas were a given a high priority for amending the CMA line. The property parcels were identified based using zoning data for each district, and using a select by location process using residential zoning only. By identifying residential parcels, it narrowed down the areas of where the MHWS needed to be amended. The main focus was on urban areas, with whatever time left over, the focus was shifted to amend any rural area boundaries by manually moving around the map and identifying areas and reshaping 2: Where it was obvious that the MHWS was no longer following the coastline, it was amended to either a visible sea wall, rock wall, grass bank or forest. 3: Where it was either wet land, mangroves, or obvious that it was a marine area and a parcel overlaps this area, the MHWS was left as per the original dataset because this is where property owners will need to be consulted as their property will be affected by the proposed coastal plan. 4: The MHWS dataset was given a new field which identified if the line was modified or not. Where the line was modified, it was split where it needed to be reshaped. Where the line was updated, this was given an attribute of "yes" to help WRC identify where changes have been made. 5: In a workshop with WRC Coastal Policy team staff, we went through sites that needed their input and went through spot checks of the modified MHWS dataset to verify the work that has been completed. 6: The MWHS was amended to the boundary of the CMA line because in most cases the MHWS either fall short or over extended the CMA boundary so was updated to follow the CMA boundary. 7. Updates - 8th May 2023. As a result of landowner submissions the CMA boundary was modified by WRC as a result of landowner submissions. Modifications were at property level due to inaccuracies in the existing CMA boundary line. Aerial and oblique imagery was used for those changes. 8. Updates July 2024. As a result of submissions on the region plan sections of the CMA boundary line were modified to improve the accuracy of the boundary line. Coordinate System: NZTM2000

Abstract: The purpose of this data is to use the existing LINZ MHWS data and modify the line based off parcel data and the aerial imagery. The MHWS is designed to be used at 1:50,000 scale therefore is inaccurate for the purpose of identifying home owners who will be affected by the proposed coastal change.
Statement: It is inaccurate because when zoomed in at a close scale, the MHWS does not follow the coastline and goes through land and homes.
Other Information: The purpose of this dataset is to amend where the MHWS is clearly wrong and to update the line where it is intersecting with land and not a marine area. The modified MHWS will be used to clip the SIB dataset (clipped by WRC) and where the SIB dataset intersects with a parcel property, these home owners will need to be consulted as they are properties affected by the proposed coastal plan. Description: WRC provided the following datasets to Beca which we used to help with amending the modified MHWS dataset: - Parcel Boundaries - CMA Boundary - WRC SIB Schedule - LINZ Building Outline Inside MHWS - Coastal Environment Topo50k Coastline https://data.linz.govt.nz/layer/50258-nz-coastlines-topo-150k/ The following processes were followed to modify the MHWS dataset: 1: All urban areas were a priority to amending the line therefore using zoning datasets for each district the parcels were identified based on a select by location based on residential zoning. Abstract: River boundary areas in the coastal regions as defined by the Regional Coastal Plan 27th October 2005.
Statement: The original boundaries of Regional Coastal Plan features were marked up on relevant NZMS260 series map sheets and signed off as required for the proposed Regional Coastal Plan. The GIS layers were digitised from the scanned copies of these maps stored as Appendix III of the proposed Regional Coastal Plan. The line work indicates general location of features only and are for cartographic purposes (e.g. creating the RCP maps).

Abstract: The Coastal Water Quality Units for estuarine, degraded estuarine, and open coast areas for the Waikato Region. The estuarine areas were derived from the NZ coastal hydrosystem from the Ministry for the Environment. The open coast and Firth of Thames were derived from the regional boundary.
Statement: Data layer consists of coastal water quality units to be included in the Regional Coastal Plan. The coastal water quality units include 1, Estuarine water, 2. degraded estuarine (including inner Firth of Thames and Whiritoa Lagoon) and, 3. open coast marine water. The coastal water quality unit for the Inner Firth of Thames follows the regional boundary, but otherwise is a line between Orere Point and the southernmost point of Coromandel Harbour. The open coast was derived from the regional boundary.Data for estuarine water classification polygons was sourced from: https://environment.govt.nz/publications/a-classification-of-new-zealands-coastal-hydrosystems/

Abstract: Coastal water quality units for estuarine, Firth of Thames, and open coast areas. The estuarine areas were derived from the NZ coastal hydrosystem from the Ministry for the Environment. The open coast and Firth of Thames were derived from the regional boundary.
Statement: Data layer consists of coastal water quality units to be included in the Regional Coastal Plan.  The coastal water quality units include 1, Estuarine water, 2. Inner Firth of Thames (being considered degraded water) and, 3. open coast marine water which is the remainder outside the above two.  The coastal water quality unit for the Inner Firth of Thames  follows the regional boundary, but otherwise is a line between Orere Point and the southernmost point of Coromandel Harbour. The open coast unit follows the regional boundary.

Land-based works began in early October with work on the commercial wharf beginning in March 2023. The new wharf, commercial boat slipway and recreational boat ramp should be completed in November 2023. Abstract: Marina zones for the Waikato Regional Coastal Plan.
Statement: The marina areas include Whitianga, Tairua, and Whangamata. Marina areas are a 10m buffer around the perimeter of the current breakwaters/seawalls for the three marinas at Whitianga, Tairua and Whangamata.
Other Information: The marina areas layer was derived using WRAPS 2021 aerial imagery, and creating a 10m buffer around the external perimeter of the marina area. For Whitianga marina the 2023 marina extension was not visible in WRAPS 2021 aerial imagery so additional information was used including marina consent plans and locations of constructed piles to create a 15m buffer from the external edge of constructed piles the marina and scour zone which was shown in the consent plans. The previous operative 2005 Regional Coastal Plan data layer labelled RCP_MARINA_ZONE was used initially but then extensively modified using more aerial imagery and consent plans for Whitianga marina to delineate the marina boundary more accurately. Abstract: Proposed marine protection areas (MPA) subject to change.
Statement: In response to the ongoing decline of the health of the Hauraki Gulf Marine Park, the Sea Change – Tai Timu Tai Pari process brought together a range of stakeholders and Treaty partners with the sole purpose of developing a marine spatial plan to address the environmental decline in the Hauraki Gulf / Tīkapa Moana and provide for social, cultural and economic wellbeing. Developed over 3 years, the Sea Change – Tai Timu Tai Pari Plan (hereafter referred to as the Sea Change Plan), New Zealand’s first marine spatial plan, was launched at the end of 2016.

Abstract: Surf Break Areas (SBAs), where the SBA may host a single surf break or multiple surf breaks.
Statement: Surf breaks are unique and valuable components of the coastal environment, which have cultural, spiritual, recreational, and sporting value to many people in New Zealand. The New Zealand Coastal Policy Statement (NZCPS; 2010) requires local government to protect surf breaks of national significance, four of which are in the Waikato Region, and requires local government to consider the natural character of surf breaks in decision-making.
Other Information: Nationally significant surf break areas are: 1. Whangamata Bar 2. Manu Bay (Waikeri) – Raglan 3. Whale Bay (Te Whaanga) – Raglan 4. Indicators (Tirohanga) – Raglan There is a need, therefore, to compile available information on all surf breaks in the Waikato region. This project was primarily driven by that need for adequate information to implement the NZCPS, and for the Coastal Plan Review. This project aimed to identify and characterise the surf breaks of regional significance in the Waikato Region. In total, 38 surf breaks were determined to be of regional significance and these are described in the report. Furthermore, this project aimed to estimate the swell corridors (i.e. the area offshore of the surf break through which ocean swell travels before it reaches the surf break) for each of the identified surf breaks of regional significance. The swell corridors are mapped in the report and also provided as GIS files. Furthermore, it includes a broad-scale assessment of the potential risks to surf breaks from activities or pressures such as coastal development, water quality, sea level rise, or changes in sediment supply. This report should provide a useful information source for the Coastal Plan Review, and assist with the management of this resource.
