Abstract: |
Classification of the strategically important road and rail corridors in the Waikato region as outlined in WRCs Regional Land Transport Plan 2015-45 (RTLP). The classification was developed to focus investment on the transport corridors that will provide the greatest contributions toward meeting the RLTP objectives. |
Statement: |
The classification of the Waikato region's strategic corridors is based upon the One Network Road Classification (ONRC). This is a nationally consistent approach to classifying corridors based on the functions they perform as part of an integrated national network, and their appropriate levels of service. ONRC has been developed by Local Government NZ and the NZ Transport Agency (For further information see: http://www.nzta.govt.nz/projects/road-efficiency-group/docs/functional-classification.pdf).
Some adjustments have been made to the ONRC methodology for the classification of the Waikato region's transport corridors to recognise the regional interests outlined in the RLTP. The adjustments that have been made include the following:
1. The exclusion of roads at primary collector level and below from this plan as they are not considered to be ‘strategic’ corridors.
2. The application of the classification has been broadened to include strategic rail corridors. The rail corridor classification was determined on advice and evidence from KiwiRail on rail movement’s data by rail corridor, and rail corridor performance at a national scale.
3. The classification has been applied to the region’s future transport network projected forward to 2021 and 2041 to better reflect the long-term strategic view of the region following completion of the Waikato Expressway. This is consistent with the 30-year forward view of the RLTP.
4. In the case of Hamilton city, the Network Operating Framework has been taken into consideration.
It is important to note that as a result of these adjustments, there are some differences in the corridor classification in the RLTP compared to the original ONRC developed by Local Government NZ and the NZ Transport Agency.
The RLTP ONRC road and rail 2021 and 2041 GIS layers were digitised by borrowing geometires from CRS road centrelines and CRS rail centrelines where possible. Aerial imagery and future road network senarios where used as guides for digitising where CRS data was lacking.

1. National High Volume: Road corridors that make the highest contribution to the social and economic wellbeing of New Zealand by connecting major population centres, international ports or major airports. They also have high volumes of heavy commercial vehicles or general traffic.
2. National: Road and rail corridors that make a significant contribution to the social and economic wellbeing of New Zealand by connecting major population centres, major ports or international airports.
3. Regional: Road and rail corridors that make a major contribution to the social and economic wellbeing of a region and connect to regionally significant places, industries, ports or airports. They are also major connectors between regions, and in urban areas may have substantial passenger transport movements.
4. Arterial: Road corridors that make a significant contribution to social and economic wellbeing, link regionally significant places, industries, ports or airports and may be the only route available to some places within the region (i.e. they must perform a significant lifeline function). In urban areas they may have significant passenger transport movements and numbers of cyclists and pedestrians using the road.
