Abstract: These GIS layers are provided in support of the Waikato Regional Council Water Allocation Calculators (WAC). They present data for all active Resource Consents for Water takes from Authorisations and Application Activities. They are views of data held within the Consents module of the Integrated Regional Information System (IRIS) database.
Statement: IRIS comprises a set of regional council-specific business modules covering the business areas of Consents, Compliance Monitoring, Environmental Monitoring, Biosecurity, Biodiversity, Land Management, Contacts, Request for Service and Environmental Results. Each of these processes are underpinned by core information on citizens/ratepayers/customers, property and land/geography. Geographic extent is the Waikato Region and the surrounds (some consents are outside the region). The information in this dataset is up to date and has ongoing maintenance. Contains resource consent data migrated from the RUAMS database to IRIS August 2013 and data subsequently managed in IRIS. IRIS is a corporate SQL database. Daily scheduled tasks replicate the consents data from SQL Server (IRIS) to the Oracle Spatial corporate database. Data quality is achieved through data entry validation and regular reporting to Regulatory Committee, Ministry for the Environment and for the National Consent Database. The database is integrated with other corporate databases. This data set can be used for regulatory reasons (eg. consents, permitted activites, monitoring and enforcement) For consent and permitted activity processing the ability to: • Implement council policy and rules surrounding water allocation (specifically Variation6) • provide reporting functionality for consent applications in terms of RMA / Building Act processing timeframes, • store details of Applications, Resource Consents, Permitted Activities and registration of personal watercraft, • store application attributes including industry sector, consent types and subtypes, • allow multiple types of application against a resource consent, • support the requirements of the Resource Management Act (RMA), Building Act and relevant bylaws.

Abstract: Authorisations (IRIS) designed with monthly (seasonal) attributes to support water allocation requirements. This layer is the same as GIS_ALL.ALLOC_IRIS_AUTH_TAKE_SEASONAL except that it contains historic consents rather than just current ones. It is designed to enable the analysis of historic consents (with allocation data) within WAC catchments. This layer selects from a table that is populated by a stored procedure called REFRESH_ALLOC_IRIS_ALL_AUTHS. The stored procedure is refreshed every 2 hours Monday to Friday between 7am and 6pm.
Statement: Applications for resource consents are made on standard forms, information from these forms are entered into the IRIS database. Application forms are stored on files in Council document management system. Application activities for water allocation are presented as the Oracle view GIS_ALL.ALLOC_IRIS_APPN_TAKE_SEASONAL. At an appropriate stage of the business cycle an application activity can become an Authorisation and be presented in the Oracle view GIS_ALL.ALLOC_IRIS_AUTH_TAKE_SEASONAL (a record cannot be both an Application and an Authorisation). The IRIS database was installed in August 2013 and replaces the RUAMS database. The view GIS_ALL.ALLOC_IRIS_WATER_TAKE_SEASONAL obtains its data from the above views as well as GIS_DATASTORE.WAC_TAGS_IRIS_WATER_TAKE (this is a table updated overnight whereby each consent record is tagged with data about the WAC catchment and aquifer that the consent is spatially contained by). Note that as at January 2015 this capability is temporarily disabled. There are business rules currently in force which result in only point data being entered into the IRIS database. The GIS layers portray a single record for every location so a consent that has multiple locations will be represented by multiple rows in the layer. Geographic extent of the Waikato Region. Quality is achieved through data entry validation and regular reporting to Regulatory Committee, Ministry for the Environment and for the National Consent Database. Abstract: Combined view of Applications and Authorisations designed with monthly (seasonal) attributes to support water allocation requirements
Statement: Applications for resource consents are made on standard forms, information from these forms are entered into the IRIS database. Application forms are stored on files in Council document management system. Application activities for water allocation are presented as the Oracle view GIS_ALL.ALLOC_IRIS_APPN_WATER_TAKE. At an appropriate stage of the business cycle an application activity can become an Authorisation and be presented in the Oracle view GIS_ALL.ALLOC_IRIS_AUTH_WATER_TAKE (a record cannot be both an Application and an Authorisation). The Oracle view GIS_ALL.ALLOCATION_IRIS_WATER_TAKE combines data from each of the above. The IRIS database was installed in August 2013 and replaces the RUAMS database. The view GIS_ALL.ALLOCATION_IRIS_WATER_TAKE obtains its data from the above views as well as GIS_DATASTORE.WAC_TAGS_IRIS_WATER_TAKE (this is a table updated overnight whereby each consent record is tagged with data about the WAC catchment and aquifer that the consent is spatially contained by).
