Abstract: |
The data set describes the classification of water bodies in the Region set by the Waikato Regional Plan. The data set contains feature classes of the lakes and rivers comprising classified water bodies. |
Statement: |
This data was created for the Waikato Regional Plan. The classifications were determined through the Regional plan consultation process using stakeholder experiences, surveys of recreational users and other internal WRC data.
This is a one off record, final decisions made by Council in September 2001, may be revised by future plan changes but any changes must go through the RMA process.
Some Changes made 19/9/06 as directed by WRC policy Team.
Used for determining water quality standards that activities must meet to comply with rules in WRP or for assessment of consent applications. Used in consent officers reports, plan effectiveness monitoring, reporting state of the environment information, prioritising non-regulatory initiatives by Waikato Regional Council (such as funding riparian enhancement). However there are often other matters to be taken into account so before making decisions based on this data check with WRC Policy Group.
Please note the following caveat carefully (added 10 May 2006):
While this data is correct there is a long (and possibly ongoing) appeals process and there are many changes to this data (particularly to the Natural State class). These changes are being put into this GIS features as they are notified by the WRC policy group but there may also still be outstanding appeals to classes in certain areas and there is often some extra information in the policy that requestors should know about...and sometimes there is a Resource Use Group component too.
You should also be aware that the base class applying to all waterbodies in the Region is Waikato Surface Water Class. This is not in the GIS Layers as it applies to all the 1:50000 hydro layer rivers that are not covered by the other classes.
Therefore it has been decided that WRC Policy Group will deal with any requests for WRP Surface Water Class information. Reception has been advised of this. However if any requests come through other channels please direct them to WRC Policy Group. It may be that the WRC Policy Group will get others to do a map or some analysis but they are to be the first point of contact in WRC.

The positional accuracy of classified water bodies is primarily dependent on the underlying 1:50,000 hydrological data set, i.e. accuracy of the data is subject to the cartographic representation of the material on the Infomap 260 Series. 90% of well-defined features are within ± 22m of their true position and within ± 10 metres of their true height.
Period and Frequency of Record:
One off, final decisions made by Council in September 2001, may be revised by future plan changes but any changes must go through the RMA process.

Users should check with Environmental Monitoring staff (Mark Williams) for more detailed information on the quality of the 1_50000 Hydro Layer.
No quantitative checks on attribute accuracy undertaken. Attribute accuracy was checked by examination of the draft maps by RIG and Policy Staff and Public consultation. Any identified errors were checked and fixed if necessary.
Accepting omissions in the 1:50,000 hydrological data set (refer “Data Quality” section), the water body data are assumed complete. Data have been checked via publication of the draft plan and invitation of public submissions where omissions or commissions were identified. Errors identified by the public were verified by RIG staff and modifications were made were deemed appropriate.
Completed and should remain largely unchanged for next 10 years, however it may well be updated from time to time by either order of the Environment Court or changes to Regional Plan but this will require a legal process to be followed before the change is made. Therefore before making decisions based on it check with WRC Policy Group.
Data Form: Electronic and hard copy maps. Digital Format: Data WRCs Oracle data base and is accessible by WRCs Intergraph GIS Applications.

This data was created for the Waikato Regional Plan. The classifications were determined through the Regional plan consultation process using stakeholder experiences, surveys of recreational users and other internal WRC data.

Whole of Waikato Region
The positional accuracy of classified water bodies is primarily dependent on the underlying 1:50,000 hydrological data set, i.e. accuracy of the data is subject to the cartographic representation of the material on the Infomap 260 Series. 90% of well-defined features are within ± 22m of their true position and within ± 10 metres of their true height.
Period and Frequency of Record:
One off, final decisions made by Council in September 2001, may be revised by future plan changes but any changes must go through the RMA process.
Some Changes made 19/9/06 as directed by WRC policy Team.

Quality of the data is dependent on the decision rules used to assess whether a water body occurs in a category, and errors in the underlying 1:50,000 hydrological data set.
The decision rules were verified by RIG scientific staff, Policy staff and through a period of Public consultation. It is anticipated that examination of the draft maps found all errors.
The 1:50,000 hydrological data set has had a number of problems with omission errors. These have been reported in documents such as Docsopen 621608 “GIS 1_50000 Hydro Layer Problems July 2000”. Users should check with Environmental Monitoring staff (Mark Williams) for more detailed information on the quality of the 1_50000 Hydro Layer.
No quantitative checks on attribute accuracy undertaken. Attribute accuracy was checked by examination of the draft maps by RIG and Policy Staff and Public consultation. Any identified errors were checked and fixed if necessary.
Accepting omissions in the 1:50,000 hydrological data set (refer “Data Quality” section), the water body data are assumed complete. Data have been checked via publication of the draft plan and invitation of public submissions where omissions or commissions were identified. Errors identified by the public were verified by RIG staff and modifications were made were deemed appropriate.
Completed and should remain largely unchanged for next 10 years, however it may well be updated from time to time by either order of the Environment Court or changes to Regional Plan but this will require a legal process to be followed before the change is made. Applications:
Determining water quality standards that activities must meet to comply with rules in WRP or for assessment of consent applications. Used in consent officers reports, plan effectiveness monitoring, reporting state of the environment information, prioritising non-regulatory initiatives by Waikato Regional Council (such as funding riparian enhancement). However there are often other matters to be taken into account so before making decisions based on this data check with WRC Policy Group.
