Statement: |
To create this layer, information was drawn from a variety of references and combined to form a single spatial layer based upon the LINZ 1:50,000 HYD_50K RIVER, LAKE and SWAMP datasets and the NIWA/MfE River Environment Classification (REC v1). Though a variety of criteria were used to develop the layer (WRP River & Lake Bed Module Section 4.3.5.3), the following list provides a general insight. The presence of significant aquatic habitat known to be susceptible to the impacts of stock access, (e.g. Lake Taupo Catchment, Coromandel Streams, Wetlands, Margins of the Coastal Management Areas (CMA), Upper Waipa River). Areas of high water quality currently not degraded by livestock access (e.g. Natural State and Forested areas).
Areas of high water quality that are priorities for funding via clean streams and catchment schemes (e.g. Coromandel streams, Lake Taupo Catchment, Upper Waipa River).
Data Acquisition Method(s):
To compile the dataset, spatial data representing each of the prioritisation criteria was extracted from either the LINZ 1:50,000 hydrological datasets, derivatives of these datasets or the NIWA REC dataset. The nature of the individual criteria determined both the source data layer and the nature of extraction.
Polygon features such as lake and wetland margins were sourced from the HYD_50K_LAKE and HYD_50K_SWAMP datasets where possible using the POINT_NAME attribute to identify the correct feature. In the case of polygons representing wetland areas, subsequently manual modification of the polygon geometries was required to merge multiple neighbouring wetland regions into a single wetland area. This process was necessary to achieve a single enclosing boundary for each wetland, representative of a stock exclusion fence.
The majority of linear river network features were derived from the HYD_50K_RIVER dataset. This dataset provides the most familiar spatial representation of the river network on the ground as it appears on the NZMS260 map series. Some criteria included in the stock exclusion layer including the WRP natural state waterways are derived products based upon the LINZ hydrological data and therefore inherit their geometric properties from the HYD_50K_RIVER layer.
To derive some criteria, it was required to automatically trace the river network to an upstream point or to generate an upstream river network/catchment from a point identified on a watercourse. To achieve this, data was extracted from the NIWA REC dataset. This dataset was selected for this purpose as its associated attribute information contains topological information allowing automatic tracing of the river network in the upstream and downstream direction. Each reach within the REC dataset is additionally tagged with a distance to the sea. This attribute was used to identify features to be included in the Habitat Fringes criteria where only the first two kilometres of river upstream of the marine outlet is required.
Initially, individual datasets were produced representing each of the prioritisation criteria. These layers were subsequently merged into a single GIS layer and attributes added to indicate the length of required fencing. For river network features, the FENCE_M attribute is double the calculated geometry length. This is due to both banks of river network features requiring exclusion fencing.
As previously stated, the priority catchments for stock exclusion GIS layer is based upon representations of surface hydrology derived from the LINZ 1:50,000 hydrology dataset and the NIWA REC dataset. As such data quality is inherited from the source layers.
The positional accuracy of priority water bodies derived using the LINZ 1:50,000 hydrological datasets are subject to accuracy constraints imposed by cartographic representation of the material on the NZMS260 Map Series. 90% of well-defined features are within ± 22m of their true position and within ± 10 metres of their true height.
Water bodies derived from the NIWA/MfE River Environment Classification dataset (RECv1) inherit the positional accuracy of the input 20m NZMS260 contour database. The REC water bodies were developed from a 30m pixel resolution DEM built from the 20m contour data from the NZMS260 topological database.
Stock exclusion water bodies derived using NIWA REC data: The basis of the REC system is a synthetic river network derived from a hydrologically corrected digital elevation model. The DEM used to create the REC network was built at a 30m-pixel size by NIWA using 20m contour data from the NZMS260 map series. Before generating the river network, the terrain model was reconditioned using the AGREE method to force derived water bodies to follow river network represented on the NZMS260 map series. NIWA additionally manually corrected the NZMS260 river network based on expert advice from representatives from every regional authority.

All attribute fields are complete and have been verified.
The last update of the data was in 2007, and there are no planned updates. The dataset has been sealed by the Environment Court.
Data was reloaded from the original shapefiles 26/10/2016 as part of a data cleansing process for Arc GIS implementation. Data was not altered other than to reproject from NZMG to NZTM. Checked and approved by Dan Borman.

Data form is digital - A GIS dataset and a series of Adobe PDF maps covering the entire region. This is stored as a GIS layer within Waikato Regional Council’s Oracle Spatial database. The data can be accessed via Waikato Regional Council's GIS system.
Please note that features are represented by linear geometries rather than a mixture of polygons and polylines. In the case of lakes and wetlands, this is because the layer represents the boundary which would require fencing to ensure stock exclusion rather than the internal area of the feature.
The foundation documents that define the criteria are the “Characteristics of High Value Water Bodies in the Waikato Region” (WRC Document #898939) and “Criteria for Identifying Priority Sites for Riparian Management in Pasture Areas of the Waikato Region” (WRC Document #707307).
