From the BIS database: A Monitoring Line Start Point is a starting coordinate for a contractor to start a measuring line. The purpose of the Monitoring Lines program is to assess the success or failure of the TB vector control programme or to get a trend baseline for the local possum population index. The location of a Monitoring Line Start Point is based on a randomly selected point according to procedure laid down in the National Possum Control Agencies (NPCA) protocol for possum population monitoring.

The data set is updated on an annual basis as monitoring programmes are begun. Most of these are created between November and April but it is essentially a year-round process. Monitoring Line Start Point data has been created since the 99/00 operational year and all these layers are now archived in Old_Key_GIS_Layers. Since then all subsequent Monitoring Line Start Points for each operational year have been created separately and are now stored in Old_Key_GIS_Layers.
The data set is based on randomly selected points according to procedure laid down in the National Possum Control Agencies (NPCA) protocol for possum population monitoring. Monitoring Line Start Points based on woody vegetation data derived from WRAPS digital photographic imagery dated 2001/2002
The layer has had the co-ordinates of the points validated. While the positional accuracy can be questionable for this data, the geometry is considered sound.
Monitoring Line Start Points are especially based on the boundaries of native and exotic forest and scrub. Often the topomaps and orthophotos that have been used to digitise these boundaries from can be several years out of date. This means that a boundary that has been digitised on a vegetation boundary may be wrong because the vegetation boundary has changed since the topomap or orthophoto was produced. This is especially the case with exotic forestry boundaries where large areas of forest can be cleared in a matter of weeks and new forest can be planted and have grown to a considerable level in only a few years.
The Monitoring Line Start Points were digitised according to bush boundaries on 1:50000 topographic maps (topomaps) or aerial orthophotos. Thus the positional accuracy of the boundaries is dependent on the positional accuracy of the topomaps or aerial orthophotos. The detail on the original printed topomaps is positionally accurate to +/- 22 meters and the orthophotos are postionally accurate to +/- 12.5 metres. Unfortunately we can be unsure which of the Start Points have been digitised from orthophotos and which from topomaps. Thus we have to assume that topomaps were used in each case.
In terms of relative accuracy we are also unsure what scale the points were digitised at. If someone had digitised a point at 1:25000 scale and placed it 1mm out from the feature they were digitising from then that vertice could be 25 metres out from the position it is actually supposed to be in.
As estimation we can assume is that, based on these factors and other uncertainties, the Monitoring Line Start Points could be, at most, up to 100 metres out from their actual location. Positional errors in the boundaries are assumed negligible given the precision of the GIS.

The data can be provided in hard or soft copies of customised GIS map outputs at a range of scales. The digital format can be found in an access warehouse called Key_GIS_Layers in R:\BIOSEC\Key_GIS_Layers. |
