Biosecurity - Plant Pests - GIS Layer

File ID: E5C12C1D-77B3-42B3-9AA9-8C25709BC7FD
Hierarchy Level: dataset
Abstract: This layer shows the location of 4351 sites of plant pest infestations that were recorded during the 99/00 operational year (Subsequent years will be published when available.)
Statement: Plant pests are those plants included in the Regional Pest Management Strategy and National Pest Plant Accord list that are deemed to be harmful or troublesome organism. The purpose of recording a plant pest infestation is to identify the site and provide appropriate data to help control the pest. The location of plant pest infestations is mapped according to the location of a plant pest infestation. Dispersed throughout most of the Waikato Region. The data set is a one off layer from the 99/00 operational year. No further plant pest infestation sites have been mapped and it is recommended that this process should again resume. The layer has had the co-ordinates of the points validated. While the positional accuracy can be questionable for this data, the geometry is considered sound. This layer is considered complete. The absence of data for any particular area should not be taken to mean that it contains no plant pest infestations. It may mean that no survey has been carried out, or that infestations were obscured at the time the survey was done. The data set is used to provide a regional context for the assessment of representatives of plant pest infestations as required by the Regional Pest Management Strategy 1996, and a first port of call for information about plant pest infestations of the Waikato Region. Abstract: Location of sites where plant pest infestations were recorded during the 99/00 operational year under the administration of Waikato Regional Council.
Statement: From the BIS database The data set is based on the location of plant pest infestations. All attributes have been checked. Attribute accuracy for the data set is determined by the accuracy of the Plant Pest Officer clearly labeling each plant pest infestation and the WRC staff responsible for digitizing the data to do so as carefully as possible. It is unlikely that these attributes will change for this layer but future layers may have different attributes.
Other Information: The plant pest infestations were digitised according to points supplied by GPS or on 1:50000 topographic maps (topomaps). Thus the positional accuracy of the boundaries is dependent on the positional accuracy of the GPS or the topomaps and how accurately the point was drawn on the topomap and digitized (relative accuracy). In 1999 GPS were accurate to +/- 100 metres. The detail on the original printed topomaps is positionally accurate to +/- 22 meters. In terms of relative accuracy if a point was drawn on a 1:50000 scale map and placed 2mm out from its actual location then that point could be 100 meters out from the position it is actually supposed to be in. Likewise if that point is then digitized at 1:25000 scale and placed 1 mm out from the point show on the topomap then it would be an additional 25 meters out from its actual location. As estimation we can assume is that, based on these factors and other uncertainties, the bio agent release sites could be, at most, up to 200 metres out from their actual location. Positional errors in the boundaries are assumed negligible given the precision of the GIS. The data set is a one off layer from the 99/00 operational year. No further plant pest infestation sites have been mapped and it is recommended that this process should again resume.
