Abstract: This layer shows the boundaries of 51 contract areas in the Waikato Region and three in the north of the Taranaki Region that are under the administration of Waikato Regional Council for the 2002/2003 operational year (Subsequent years will be published when available).
Statement: A Tb Contract Area is based on a vector area or vector sector, or a combination of the two and it’s purpose is to define the area within which vector control is required in terms of a contract for each current operational year. Boundaries for a Tb contract area are based on sector boundaries as the smallest unit, and vector areas as the largest unit and may change over time due to the varying vector control needs. Geographic extent of one large area in the north of the Waikato Region and a large portion of the south of the Waikato region plus part of the north of the Taranaki region. The data set is updated each year with the out-of-date layers being archived. Only since the 00/01 operational year have more accurate and reliable layers been created. This layer is considered 100 percent complete. However, some boundaries and attributes are likely to be adjusted slightly throughout the course of each operational year. The data set has been developed gradually over a few years. It is a snapshot in time as at 4 June 2002. It is checked and updated annually as part of the technical review process. Each adjustment or change must be approved and signed off by the Vector Manager or nominee. The data set is be used to define the area within which vector control is required in terms of a contract for each current operational year.

Abstract: Boundaries of the Tb contract areas that are under the administration of Waikato Regional Council.
Statement: The data set is derived from digitising boundaries based on sector boundaries as the smallest unit, and vector areas as the largest unit.
Other Information: The contract area boundaries were digitised according to features on 1:50000 topographic maps (topomaps) or aerial orthophotos. Thus the positional accuracy of the boundaries is dependent on the positional accuracy of the topomaps and aerial orthophotos. The detail on the original printed topomaps is positionally accurate to +/- 22 metres and the orthophotos are postionally accurate to +/- 12.5 metres. Unfortunately we are unsure which parts of the layer have been digitised from orthophotos and which from topomaps. Thus we have to assume that topomaps were used in each case. In terms of relative accuracy we are also unsure what scale the boundaries were digitised at. If someone had digitised a boundary at 1:25000 scale and placed a vertice 1mm out from the feature they were digitising from then that vertice could be 25 metres out from the position it is actually supposed to be in. As estimation we can assume that, based on these factors and other uncertainties, the CA boundaries could be, at most, up to 100 metres out from their actual location. Positional errors in the boundaries are assumed negligible given the precision of the GIS. All attributes have been checked. Some of these may change throughout the course of the operational year though.

Licence Conditions: Waikato Regional Council makes the data set available to Tb contractors on a goodwill basis. This is based on the fact that contractors will use the data only to assist with their contract duties and not for personal use or private financial gain. No clause has been included in their contract about this and this needs to be remedied.

Data Use Limits : A major issue with the quality of the boundaries relates to the fact that contract areas are based on vector areas and vector sectors. Vector areas and vector sectors are often based on physical features, especially the boundaries of native and exotic forest and scrub. Often the topomaps and orthophotos that have been used to digitise these boundaries from can be several years out of date. This means that a boundary that has been digitised on a vegetation boundary may be wrong because the vegetation boundary has changed since the topomap or orthophoto was produced. This is especially the case with exotic forestry boundaries where large areas of forest can be cleared in a matter of weeks and new forest can be planted and have grown to a considerable level in only a few years.
