The 2000 data set contains the coded data from the semi-structured questionnaire of 1873 people living in the Waikato Region. The survey covered people’s perceptions of their local, urban and rural environments, their environmental attitudes, knowledge, behaviours, their natural hazard awareness and preparedness and their views on environmental regulations. There was a similar survey in 1998 (EW DOCS# 881815) which was based on responses from 1037 people.
The report from this survey is titled “Environmental Awareness, Attitudes and Actions Survey – a survey of the people of the Waikato Region 2000. Technical Report 2001/02”. The 1998 report is Technical Report 1998/16. The Regional Policy Statement requires integrated management of natural and physical resources by recognising and providing for “the range of social, cultural and economic values within the Region” (RPS Policy One).
A GIS layer has been created from the data to enable geographical analysis, and integration with other datasets.

General Notes:
For the 1998 survey, the data was aggregated at a District level for thematic mapping in GIS. These thematic maps represent the ‘most commonly mentioned’ response. The data was scaled into three ranges for questions 4 a-n, 6 a-e, 7 a-g, and 8; for questions 15 a-j and 12 e-f; and for question 28. A value of 0 was applied to the ‘no change’ and ‘depends’ responses and a value of 9 to the ‘don’t know’ responses. The scaled value of 1 to 3 was applied to the ‘better’ or ‘agree’ responses and –1 to –3 for the ‘worse’ or ‘disagree’ responses. The class ranges were determined by calculating the mode for each question and determining the break point from the cumulative percentage.

Within the GIS, the geographical location of each survey response has been generalised to protect the privacy of the respondent. Specifically, each response has been geo-coded (i.e. located) to the centre of the nearest street intersection (in 2000) and in 1998 to the centre of the appropriate Census Meshblock. The location of the ‘point’ in GIS may vary considerably from the physical location of the respondent – especially in rural areas, where there may be long distances between road intersections and meshblocks can be large. Because of this spatial generalisation GIS users should never analyse or map the survey data within small geographical areas (e.g. at a property neighbourhood scale).
The 2000 survey was carried out from 13 October to 14 November 2000. The original 1998 survey was carried out between 2/6/98 to 28/6/98 The aim is to repeat the survey every three years, with the next survey scheduled for 2003.
The information was collected by carrying out a quantitative telephone questionnaire. The results were statistically analysed and interpreted by Key Research and Marketing Ltd for the 2000 Survey. During collection, each response was geographically referenced to a street intersection or a census meshblock respectively to enable subsequent analysis of the data through GIS. GIS was used to assess the geographical spread of the data and to analyse the data against environmental quality monitoring data.
This is a stratified random telephone sample of 1873 people, defined as residents of the Waikato Region aged 18 years and over. Interviewers were audited with 5% and 10% respectively of interviewees re-contacted. Quotas were used to reflect the composition of the Waikato Region’s population, in terms of gender, ethnicity and locality. In 1998, age was also quota-ed. The margin of error at the 95% confidence level is plus or minus 2.26% and 3.1% respectively for 2000 and 1998. A minimum of 80 residents in each district was sampled to enable analysis of these sub-groups. Data weighting was applied to reflect the Region’s population structure. The response rates were 60% in 2000 and 53% in 1998.
Four of the responses in the 2000 survey could not be geo-coded, reducing the sample size to 1869. In 1998, two of the survey responses (# 513 and # 442) could not be geo-coded. Hence these two responses are unavailable on the GIS, and the sample size in GIS becomes 1035. GIS users should also be aware that, in many cases, more than one person was surveyed near a street intersection or within a census meshblock. Where this occurred, the respondent’s dots will appear close together in GIS – clustered around the intersection or the centre of the census meshblock. These dots were separated slightly to ensure the samples could be individually viewed and selected.
The street intersection points were checked against the self-identified location and district to ensure spatial reliability. Some geo-coding errors were found and corrected.
The Meshblock coding of the data was checked against the self-identified location and district given to ensure spatial reliability. Some geo-coding errors were found at the District level and corrected. Two responses were randomly checked within each District to ensure the respondents had been assigned to the correct census meshblock. This check did not reveal any problems.

Telephone questionnaires are biased towards those people in the population owning telephones.
In 1998, sampling error occurred with the Franklin District sample, which resulted in a smaller actual sample of 35. This reduces the reliability of analysis of this sub-sample. Geographically, there are some significant gaps in the 1998 survey sample. For example residents of the King Country highlands and West Coast were poorly represented given the significance of resource management issues in these areas. For future surveys GIS will be used to determine the spatial spread of the survey sample before commencing phone interviews.
Caution needs to be taken when analysing the survey information to ensure reliability of the results. Specifically, adequate sample sizes should be drawn from geographic areas. The recommended minimum is 80. Samples analysed in this manner should be treated as discrete samples and conclusions are not generalisable to the population of the Region. Secondly, the output from GIS is not directly comparable with the results presented in the Technical Report. The data in the Technical Report is weighted to reflect the population structure of the Waikato Region. However weightings are not applied through GIS. If representative samples are required, GIS output needs to be analysed using Excel or SPSS.
Within GIS, the entire survey sample is available (i.e. individual responses), along with aggregated District summaries. The dataset is suitable for GIS analysis and thematic mapping within large areas (e.g. Districts or major river catchments). However, the data should not be analysed at detailed spatial scales (e.g. within properties).

Caution needs to be taken when analysing the survey information to ensure reliability of the results. Specifically, adequate sample sizes should be drawn from geographic areas. The recommended minimum is 80. Samples analysed in this manner should be treated as discrete samples and conclusions are not generalisable to the population of the Region. Secondly, the output from GIS is not directly comparable with the results presented in the Technical Report. The data in the Technical Report is weighted to reflect the population structure of the Waikato Region. However weightings are not applied through GIS. If representative samples are required, GIS output needs to be analysed using Excel or SPSS.
Within GIS, the entire survey sample is available (i.e. individual responses), along with aggregated District summaries. The dataset is suitable for GIS analysis and thematic mapping within large areas (e.g. Districts or major river catchments). However, the data should not be analysed at detailed spatial scales (e.g. within properties).
